Master Plan of Highways and Transitways Technical Update

Steve is a transportation planner working at the Montgomery County Planning Department (Maryland) in the Countywide Planning and Policy Division. He manages the county’s Master Plan of Highways and Transitways, leads Complete Streets efforts for the agency, and coordinates with regional and state transportation agencies on capital improvement program design efforts within Montgomery County. Steve has almost 40 years’ experience working in the transportation planning and design field. He is a graduate of Syracuse University (BS Civil Engineering/BA Urban Studies) and the University of Louisville (MS Civil Engineering).

Steve was the co-lead on the County’s Complete Streets Design Guide, which was developed jointly by Montgomery Planning and the Montgomery County Department of Transportation. He is a member of ITE and the ITE Complete Streets Council.
